The Haven of Defaulters

Winnipeg, Feb. 15, - C. S Leach, defaulting Treasurer of the town of Maysville, Ky. has arrived here.  He is spending money freely and thoroughly enjoying himself.  To The Times' representative Leach expressed the opinion that his friends in Maysville would make good the amount he had taken and that he would be able to return to the United States.  Nineteen American defaulters are residing here now.
