All of these communities will either be wholly or partially submerged when the surface of the water of the reservoir reaches spillway crest:

No recent improvements have been made at any of the communities. Although these communities are small and development therein is, in may cases, scattered over a large area, flowage damages which obtain at these towns have been estimated separately from agricultural lands. It is proposed, for the purpose of this report to purchase, in fee, all areas within these communities which lie below the spillway crest elevation (650 feet m.s.l. [mean sea level]). Schools, cemeteries and other improvements will be removed if they are below that elevation, or would in any way be affected by the storage of water to that elevation.
